Dimapur Salesian Province Trains Administrators in Financial and Digital Management

The Salesian Province of St Francis de Sales, Dimapur, conducted a two-day Training of Administrators on August 18 and 19 at Don Bosco Provincial House, Dimapur, focusing on financial management, statutory compliance, professionalism and technology-enabled administration.

Vice Provincial Fr Kapani Deli David led the opening session and reflected on Regulations 198, 199 and 202 of the Constitutions of the Society of St Francis de Sales. He outlined the responsibilities of local economers, including maintaining accurate accounts, ensuring prudent financial management, reporting to the Rector and his Council, and submitting regular reports to the Provincial and Provincial Economer.
 
Fr Kapani also addressed Mission Poverty Eradication (MPE) and stressed the Salesian commitment to young people from economically disadvantaged backgrounds. Referring to the Gospel teaching, “You will always have the poor with you,” he urged administrators to ensure that institutional resources reach genuinely deserving beneficiaries, supported by proper documentation establishing their eligibility.
 
Fr Devasia Rajeesh subsequently addressed key administrative priorities, linking them to the province’s wider systems and compliance needs. These included strengthening regions, the proposed common school Enterprise Resource Planning (ERP) programme through Loyola Soft, Foreign Contribution Regulation Act (FCRA) matters, land issues, the Finance and Accounting Manual, monthly returns, and the management of movable and immovable assets.
 
A specialised session by Harish Agrawal & Associates focused on accounting and FCRA compliance. Harish Agrawal explained FCRA requirements concerning project-wise accounting, segregation of foreign contributions and local funds, permitted transactions, investment restrictions, and the handling of advances and transfers. Participants were also briefed on project and administrative expenses, ledgers and sub-ledgers, bank account disclosure, FCRA forms, Darpan registration, and FCRA Nil Returns.
 
Himanshu addressed tax and compliance matters. He covered the provisions on provisional and regular 12A registration, cancellation, changes under Rules 17AA and 187, record maintenance, preservation of accounts, and Tax Deducted at Source (TDS).
 
Fr Mattam Xavier conducted a session on salary administration. He explained salary scales, salary structures, salary slips, and remuneration components, including basic salary, dearness allowance, gross salary, cash in hand, and cost-to-company. ESIC requirements were also discussed.
 
The second day continued with sessions on salary scales, the Loyola Soft ERP system, and professionalism in administration, maintaining the focus on practical management. Fr Roy stressed responsible, transparent, efficient, and professional practices.
 
The concluding session, led by Xavier Praveen and Alphonse Doss of Loyola Soft Technology Pvt Ltd, explored digital systems and tools, rounding out the training on administration and financial management. The session aimed to improve institutional administration and financial management.
