Consultation on Challenges Faced by Migrant Workers in the Garment Industry and CSO Collaboration
Tiruppur, Tamil Nadu, renowned as the hub of India's garment industry, played host to a significant consultation meeting on 24th January 2025. Organized collaboratively by Tamil Nadu Alliance, JMS (Jesuit Migrant Service), MAiN (Migrant Assistance Network), and DB4M (Don Bosco Forum for Migrants), the event was held at the SAVE Office and brought together a diverse group of stakeholders committed to addressing the pressing issues faced by migrant workers in the region.
The meeting commenced on an inclusive and engaging note with Mr. P. Rubabalan extending a warm welcome to the participants. To promote a spirit of camaraderie, the event began with a self-introduction session, fostering mutual understanding and creating a foundation for open dialogue and collaboration among attendees.
The background and objectives of the consultation were presented by Fr. Packiaraj from JMS. He provided a comprehensive overview of the challenges faced by interstate migrant workers in Tamil Nadu, emphasizing the need for a multi-stakeholder approach to address these issues effectively.
Mr. Aloysius followed with an in-depth presentation on the systemic challenges experienced by interstate migrant workers, particularly in Tiruppur. His analysis highlighted critical issues such as:
- Inadequate access to basic rights.
- Lack of proper documentation for workers.
- Substandard living conditions.
- Limited access to education and healthcare for migrant children.
His presentation provided a well-grounded context for the discussion, enriched by real-life scenarios and local realities.
Adding to the discourse, Fr. Felix from NEST delved deeper into the socio-economic and cultural barriers faced by migrants. His inputs underscored the urgent need for initiatives that not only address immediate challenges but also ensure long-term well-being for these vulnerable groups.
Recommendations and Resolutions
The consultation gained momentum during the discussion session, where participants, including experts, stakeholders, and field practitioners, shared their insights and experiences. Fr. Bosco, leveraging his extensive experience working with migrant communities, proposed practical recommendations:
- Mandatory Registration of migrant workers to safeguard their rights.
- Establishing Labor Centers/Cells for effective grievance redressal.
- Creating Interstate Migrant (ISM) Cells to facilitate better coordination.
- Ensuring educational access for children of migrant workers.
- Forming a Welfare Board for migrant workers.
- Instituting mechanisms for the repatriation of mortal remains in case of fatalities.
Fr. Prakash Lewis contributed further by emphasizing the need for structural and policy-level interventions. He called for sustained collaboration among Civil Society Organizations (CSOs) and government bodies to develop a comprehensive action plan.
The event concluded on a high note with Dr. P. Bala Murugan delivering the vote of thanks. He expressed gratitude to all participants for their valuable contributions and reiterated the importance of collective action and sustained commitment to improving the lives of interstate migrant workers.
The proceedings were seamlessly coordinated by Ms. Viyakulamary, who served as the master of ceremonies, ensuring a smooth flow of discussions and activities.
